Once in a blue moon とはとても珍しくめったに無い、と言う意味です。

ここ福岡でも、最近の非常事態宣言でレストランやバーがクローズになっているため、非常に良く使う表現です。

(どの位の頻度で外食しますか？)

Only once in a blue moon nowadays, but I used to go out very often before corona.
(最近はめったに無いですね。でもコロナが流行る前は良く出かけていましたよ。)

This is an English idiom that I’ve had a lot of chances to use in both group and private lessons recently.  “Once in a blue moon” means very rarely and is quite a useful phrase nowadays since we have regular states of emergencies and restaurants and bars in Fukuoka are often closed. 

Here’s an example. 

“How often do you go out to eat?” 

“Only once in a blue moon nowadays, but I used to go out very often before corona”
